Introducing Handsum: A Fixed-Size LQIP Image Format Using DCT

Handsum is a new Low Quality Image Placeholder (LQIP) format using Discrete Cosine Transform (DCT) with fixed file sizes (48-147 bytes) for predictable storage and performance. It offers comparable visual quality to WebP and ETC2 while enabling fixed-size database columns and deterministic encoding budgets.
